This is one of the tenets of forensic failure analysis: contrast betwixt old failures and the most recent.

Iron based materials provide a trove of information regarding the ravages of time... but what aboot nickel base or other corrosion resistant alloys?

Poor welding to begin with, would be my guess... looks like the entire weld bead simply pulled free, and that boils down to manufacturing/fabrication error and lack of inspection.
